In laymen's terms it means that if your site is not mobile friendly you will lose your SEO rankings and experience a drop in traffic because you don’t meet Google’s standards. 

This adjustment now favors only sites in Google search that are more mobile friendly. That means companies and retailers that have sites that meet Google’s mobile standards will rank higher in search results on smartphones.

The search giant announced the change “will affect mobile searches in all languages worldwide and will have a significant impact in our search results. Consequently, users will find it easier to get relevant, high quality search results that are optimized for their devices.”
